Jersey City Man Fined $10 For An
Unusual Form Of Cruelty


Henry Panye, a Shoemaker, of Jersey City, was before Acting Police Justice Miller Yesterday on charge of having tortured his wife.
She told how he had once bound her with ropes and tickled the soles of her feet until she became unconscious.
On another occasion he bound her, then emptied a bottled of whisky over her, and invited the neighbors in to look at her, charging that she was hopelessly drunk.
Payne made no defense and was charged $10. Twenty Years ago, Payne was appointed a policeman. It was January, and at the end of thirty-six hours he resigned, saying it was too cold for any man to do Patrol Duty…
